Individual Consultancy - Professional Service - ICBA Strategy Development

The International Center for Biosaline Agriculture(ICBA) is an international, non-profit agricultural research center established in 1999 through the visionary leadership of the Islamic Development Bank (IsDB), the Organization of the Petroleum Exporting Countries (OPEC) Fund, the Arab Fund for Economic and Social Development (AFESD), and the Government of the United Arab Emirates (UAE). ICBA is a unique applied agricultural research center in the world that is focused on marginal areas where an estimated 1.7 billion people live. It identifies, tests and introduces resource-efficient, climate-smart crops and technologies that are best suited to different regions affected by salinity, water scarcity and drought. Job Summary

The International Center for Biosaline Agriculture (ICBA) current strategy 2019-2023 is expiring, and the Center’s operational plan has been extended until the end of 2023. In March 2022, the Board of Directors approved the kickoff of the strategy development process.

It endorsed hiring a professional service to support ICBA’s management in developing a new Strategy for the upcoming 5 to 10 years.

The professional service provider is required to put a road map for developing the strategy, including but not limited to the following:

  • A reflection on the Center’s previous work with a critical and learning lens (Gap analysis of ICBA’s strengths and weakness and evaluation of the previous strategy).
  • Benchmark with similar R&D centers
  • Consultations with various target groups and stakeholders/donors,
  • Showcasing trends and adaptation measures relevant to the Center’s field of operations
Job Responsibilities
  • Develop a comprehensive and clear road map to formulating the strategy. 
  • Identify ICBA’s stakeholder needs. 
  • Establish ICBA’s Strategic Development working group and consult with them accordingly throughout the process. 
  • Review ICBA’s resource and mobilization efforts and identify ICBA’s financial sustainability mode based on the center’s mission and vision.
  • Review impact assessments of previous ICBA’s investments in crops and natural resource management research. 
  • Propose ICBA’s program logic model that will ensure an effective Monitoring and Evaluation Framework. 
  • Develop ICBA’s theory of change
  • Through a consultative process and appropriate analysis tools, identify focus areas for research and develop strategic objectives and key result areas.
  • Propose a strategy for achieving the center’s strategic objectives and key results.
Qualifications and Experience

Relevant prior experience in the international domain and the know-how to accomplish the required scope of work.
